T-mobile calls going straight to voicemail

Hi
I am just curious about something. I tried to call this friends cell phone and I goes direct to voicemail as soon as I call. its not turned on and the messages are full. This has been going on for five days. Does this mean the person didnt pay his bill and or is the service shut off.... his voice message still comes on!

If the service was completely shut off the message would say the number is no longer in service. The phone is more than likely turned off or doesn't have service.
