I don't think you'll find such an app. Phone software is designed to
sync with outlook. You can always then export to CSV but Outlook is
going to be the common factor.

Hmm, any idea why that is though? I mean, I don't think I've ever used
Outlook (or even OE) as my personal mail client (although I'm a
Windows user) and would (even) prefer something proprietary.
Backup phone A, possibly edit phonebook on PC, send PB to phone B etc
etc?
Do I assume the data is held differently on different makes or models
of phone? I assume the data held on the SIM's must be similar as you
can get basic SIM copy tools?

Outlook is very common.

Yes there can be differences.

The SIM is a very crude storage medium. It can store a name and a
number, so there is no scope for "interpretation."
