This is the FCC Guide: Wireless Devices on Airplanes | FCC.gov.
Generally, most Airlines require wireless devices to be powered off when the airplanes front door is closed.
Once the airplane is above 10,000' the use of approved devices will be allowed.
However, Wireless / radio transmitters should be turned off during flight.
Upon landing, below 10,000 feet devices off till wheels on the ground.
