Can you buy a phone (i.e. Nokia 3300) off of eBay and then get prepaid service on that phone from a service provider that offers it in your area? Doesn't a sim card have something to do with that anyway? Is that what they mean by "unlocked" on eBay? I need to buy a phone while I am in Dallas with a SC number for my long move back home to South Carolina. Alltel said I could get one from them but I would have to buy a whole new phone. I also have a Nokia 3595 from Cingular that I discontinued service on, could I get a new sim card to do prepaid?

There should be no problem getting a prepaid service for it. As long as your sim card is accepted by your phone (either the phone belongs to the same company as the phone, or your phone is unlocked) of cource.
If anything, you can buy the cheapest phone they offer with the prepaid service, then take the sim card out and put it in the phone of your choice.
