I just joined because I purchase my first Cell a Samsung A920 and I’m with Bell Mobility. It seems in my situation the only way to get a game or a ring tone is to download it or hack the phone. Even though I have a memory card the phone will not read this info off the card. I have read a few posts on here and have come to believe that its not the manufacture of the phone but the service provider. Is this a right assumption?

It's realy a combination of both. The manufacturers work very closely with the service provider during software/firmware development. They follow very specific guidelines set up by the service providers. If a provider does not want to have the OBEX BlueTooth profile enabled, then it will be eliminated from the firmware.
In part, this is done in order for the service provider to make some money on ringtones and wallpapers. On the other hand, it is also done to keep those users who are less then competent, technically speaking, from doing some irreparable damage to their phones, thereby costing the providers millions in warranty replacements.LG VX9900 (enV)
