I've been looking for a couple of weeks and can't find a cheap solution to my Wife's need for a cell phone while on vacation in Europe (specifically, Spain) (i.e. one that isn't going to cost us over $100). We live in the US and need to purchase the phone here. She doesn't own a cell phone, so it seems that we have two options.

1) Buy a disposable, pay as you use, phone and minutes just for the trip, but I can't find an affordable one that she can use in Europe.

2) Buy a phone and annual plan that will enable roaming in Europe; plenty of options here. This has the added benefit that she would have a phone for use year-round at home. The problem with this is that she has very little need for a cell phone, and would only be interested in a very cheap plan - say $10 per month, and they don't seem to exist. She wouldn't use more than 30 minutes per month and doesn't have a need for a phone with any fancy bells and whistles.

Am I at a dead end, or have I missed something in my search?
