My elderly dad spends about 9 months of the year in the U.S. and about 3 months in Canada, all of it mostly in the Detroit/Windsor area (and he travels back a forth a lot during all parts of the year). He has an unlocked GSM phone.

I'm trying to figure out if there are any good U.S. monthly plans that will allow him to make and receive calls within and between both countries at a reasonable price without completely outrageous roaming charges.

I understand that Wind Mobile in Canada has such plans, but he'd like to have a U.S. number and billing.
