I am located in the USA.
Am I right in believing that if I want to purchase a cell phone plan that allows international roaming (i.e. when I am abroad I can call a phone number in the USA or in any other country) then I have no choice but to stick with major providers such as AT&T, T-Mobile, Verizon?

If you are going abroad, you can consult the service provider for more information. it all depends on which service provider you have with your device.
