I received a Nokia 6340i from Cingular that was supposed to be 'activated'.
On placing calls, I get the 'this number is not recognized as and
authorized...'.
After three calls to Cingular, they keep telling me that the network will
download the activation within 1-1/2 hours. Didn't happen for all three
attempts.
The last rep said that it would work, again, within the 1-1/2 hour because
it will expire after 1-1/2 hour. I think she slipped. It seems now that I
have to wait 1-1/2 hour and then call again to have them repost the download
command. Each call to a rep takes an average of 45 minutes.
So! What in the world is going on at Cingular? It's not the phone because on
each subsequent call to them, they say the download is still 'pending'.
Seems their network is the problem.
(Before you ask, my dilemma is that Cingular is the only avail service where
I receive a signal indoors at both home and work.)

You may want to make sure that Cingular has the correct IMEI, ESN, and
SIM number for your phone. It's possible that somebody created a typo when
they entered the information. Just a thought...
Also, there have been known network delays for activating phones. I got
my Nokia 6340i in April 2003, and there were a few activation issues then,
as I was an early adopter in the Baltimore/Washington area. Has the 6340i
been available in your area for awhile, or was it recently introduced?

6340's are tricky. I treat them with almost superstitious care when
activating. (Okay, -outright- superstitious care!) Here is what works
for me.
Leave the phone OFF for the call. Completely powered down.
Wait until they say the programming is complete.
Turn the phone on. Leave it alone.
Eventually (for me, a few minutes) the phone display will tell you to
turn it off and back on. Do that. Then leave it alone some more.
Programming after that usually completes quite quickly. At the end,
Cingular sends you a "Welcome to Cingular" text message.
Make a test call. Rejoice or despair as appropriate.

Drop whatever you signed up for, go to a store and walk out with a working
phone. At our store, we do not send customers out the door with phones that
don't work.
