If I go into a Cingular/ATT store, or go on line and buy a phone, ATT
wants to charge me $18.
Can some one REALLY explain what that $18 is for?? Are they going to
upgrade my service, need to change over my switching apparatus, maybe
someone heeds to come out and configure the cel equipment?
I don't understand why, if I change my cel phone, I have to pay ATT
$18
If I go to Radio Shack, and buy a wall phone, I don't have to pay my
local phone company $18.

If you go to Radio Shack and buy an AT&T phone you probably won't have
to pay them $18 to change it, either, give it a try.
Of course, I wouldn't deal with AT&T but that's another topic....

Because AT&T has, and always will, screw their customers out of every last
penny.

If you buy your AT&T phone from Sams Club or Costco, you won't pay the $18.

Yeah, if your local Costco carries AT&T. Ours doesn't. I know some
do as I have seen them when traveling around the country. Interesting
how major U.S. stores like Costco and Walmart are not consistent in
which carriers they represent around the country. I can understand
when carriers are localized to a community, but when there is more
than one store in the same town you would think they would carry the
same lines.

I've always assumed that's due to differing coverage. Offering Verizon Wireless
in Oklahoma City, or Little Rock, for example, would not work as VZW does not
have a network in either of those markets.

The phone kiosks at Sam's Club in Michigan are owned by Radio Shack.

A little off topic but what do you do in the US when you travel? Do
the various networks have some sort of foaming plan or do you have to
buy a new plan is, for instance, you were to drive to visit some other
part of the country on vacation.
In Thailand the whole country (perhaps as large as California) is
covered by the three networks that are in business here so it is only
a matter of selecting the company that you prefer to do business with.

You roam. Verizon roams on other CDMA carriers, primarily Alltel. As a T-Mo
customer, I would roam mostly on Cingular, the other US GSM carrier.
Many plans offer free roaming.

In the US no wireless carrier has full coverage nationwide, but most
have roaming agreements with carriers in the places where they don't
have native coverage, and the in-country roaming is often included with
peoples' plans at no charge.
You generally need to buy service from a carrier which has network
coverage where you live and work, however, since most will object
eventually if all your usage is roaming.

Should have read "roaming plan" not "foaming plan".
Should have been "if, for instance", not "is, for instance".
Mental note: More and better proof reading!

I was thinking mostly if, for example, you lived in Boston and
visited, say, Florida for a two week vacation in the winter.

Re: WHY Does it Cost $18 just to upgrade to a new phone on AT&T
That would be no problem. The major carriers cover most of the US and it's a
seamless operation. For example, when I get off the plane in Miami and turn
on my phone I will start receiving and making calls with no extra steps or
costs. Same with VM notification and all other features. If your plan
includes unlimited roaming and free long distance you'll pay nothing extra
as long as you are in the USA - including Hawaii (where I live). If I
happen to be in an area where my carrier has poor or no coverage I will roam
on another network but there is no additional cost involved or steps
required - it's truly seamless. TMobile and AT&T (Cingular) have agreements
(both are GSM) and Sprint and Verizon have agreements (both are CDMA).
Other, smaller carriers such as Alltel have agreements with the major
carriers as well.
