On the "Free Incoming Calls" plans, when you dial in to your own number to
check voice mail, does it deduct minutes from your bucket?

If you are checking your voicemail a lot, use a landline where it may be a
local and free call.
Or, if you can, just check it during off-hours (9pm-7am).
