Cingular allows it from their web site for their customers:

Verizon:

Alltel:

I know I saw it on at&t but didn't find it with a quick look now.
I'am sure their are others.
Many have an email to sms gateway for example [email protected] or
[email protected] or [email protected] for 2-way
pagers, where 1234567890 is the 10 digit number this is for the USA hope
this helps.

Just read that and it wasn't very clear, anyone can send messages using
the companies web sites to their US customers, I don't know how to send
messages to UK phones but their may be a web site for their service provider
and
their may not. I've been looking for a way to SMS Eurotel/Orange in Slovika
but no joy. Many people collecting email and mobile numbers with a
carrot of free messages but they all fail for me and add to the junk email I
get.

Doesn't work here, did give me a page about how to screw up my IE.
Found a program Called Linuxsms:
http://linuxsms.sourceforge.net/
Looks like it would work for me but would have to register for the SK
server.
Also set up a linux computer may give it a try.

Well, it DOES work, but have to make an exception (only for
1rstwap.com) for accepting cookies at a lower level of security.
You don't have to screw up your IE. You obviously misunderstood that
message.
1rstwap.com is a very well known and reliable service. I have NO
connection to that company.

Oh well i just don't trust a web site that wants me to lower my security.
I get so many cookies now even with my higher security that my doctor say's
I need to lose some pounds :-)

In this case you can. The cookies expire when you leave the site.

Try using software. If the carrier supports one of the protocols that allows for
sending messages through the Internet their is no sending charge.

You can use NotePager Pro for 30 days before you have to pay. So you can see if
you like it, you don't have to pay first.

Down loaded it and tried it, has no value for me as the only thing I got
working was the email to AT&TW here in the US , their info for setting up US
providers looks very old, no info for SK which is what I needed. To sum up
any email client is as good for US contacts, they need to work on the server
list or provide a middle man server to make this useful. Don't have any
pager contacts which is what this may work for.

I personally use C4 SMS. Very easy to use with the Firefox browser plug-in.
