I just purchased a Nokia 3590 Go Phone from AT&T. I unlocked it just to see
if I could do it. I succeeded. But now I've decided to return the phone.
Is there a way to relock it so that they don't give me any static when I
return it?

I tried *pw+ twice and got the message: "Restriction Level Incorrect" both
times. Do I also need to use the suffix +7* instead of +7# ? How many
times can I attempt this before the phone will need to be flashed?

Could you be tring to lock it with a SIM card in that would be blocked by
the lock? (i.e. another network than the one you are locking to)
either way I can see no reason for the company complaining that you unlocked
it - what next? will they complain that the time and date set in the handset
has deviated from the factory standard? or that there are phone numbers
stored in it?
key words below are you 'purchased' it. that means its yours do do with as
you please, the return is subject to it being intact, and complete - if you
take a car for a test drive do they complain that the seat has been moved
back?

Please excuse my ignorance. I don't understand what you mean when you say

phone is unlocked. So how could it be blocked by the lock?

Why dont you do something productive, everyone else can its not a big
accomplishment, its not like you climbed MT Everest
get a puzzle or a model, that would be a bigger one than unlocking a
phone, its really hard to enter a code into a phone, lame ass

Type exactly the same code you used to unlock it, substituting the #pw for
*pw.
The last # remains the same. I played with this before and it worked...
BWinlock can tell you the status of the lock tries too - if have a cable...
If no joy, no idea... This should relock to the number programmed into the
phone, in your case AT&T
Advanced...
If you unlock the phone via cable (I know you didn't) it would reset the
AT&T code to 00101 so then you no longer can use a code to relock the phone
as the AT&T code is no longer what it should be and 00101 cannot be
locked...
I am guessing 'Restriction Level Incorrect' indicates you are say locking
lock 7 when you used 5 originally say. It can only put back what you done
originally maybe. Ie Lock 1 only does one lock, Lock 2 only lock 2 whereas
Lock 5 does 1 and 2.
so say if unlocked with 5, lock one may therefore fail when you relock...

The stores do not check to see if the phone is unlocked (and wouldn't care
anyway). You will have no trouble returning the phone.
