My friend has a cell phone that he bought from the Europe and it included a
local SIM-card and operator. He's now living in Finland and changed into
local operator but the phone says it's restricted after entering new
SIM-card's PIN code.
Is there any way to activate the phone so that the local operator could be
used?
And what is this code anyway? Does it mean that if you make some sort of
deal with the operator and get the phone for free that you can only use
their SIM or it is restricted for good?
