How come they are soooooo slow to come out with any new phones at Costco?

Almost. Certainly Costco will pick up models they can get at a discount.

They sell relatively modern phones, like the Samsung A660. The hottest
phones (like the A680) tend not to be in their inventory. I suspect it
is related to supply and subsidy.

Costco is about best bang for the buck -- in volume. You want the
latest, hottest thing (phones or otherwise)? Look elsewhere. You want
the best deal on good merchandise? Go to Costco.
(There is no such place as "Costco's" by the way. That would be a
company founded by someone named "Costco".)

I doubt there is anybody named "Costco". More likely it is a name
derived from "Cost Company".
