Ok so I have two phones, a work one and a pleasure one, the pleasure ones contract is up but the work one still has over a year left, what I am looking to do is put the pleasure number on to the work phone and then drop the old pleasure phone off my plan(i don't want the work number anymore, just the phone), I don't want to just switch sim cards as the work phone is a smart phone and the other is not also I want to drop the one off the plan and not get early termination fees.
I am trying to cut down on costs every month so I am looking to consolidate what I have.
I thought I had heard that at&t will charge for this, if so any idea how much?

If you drop the personal phone - no contract should be no ETF.
Merge accounts with google sync.
First, swap numbers on the phones, then drop the unwanted no contract phone.

When you refer to a work phone, do you mean a phone controlled by your employer or one controlled by you and used for employment related situations? AT&T does not permit the swapping of phone numbers between lines of the same carrier. You would have to transfer your personal number to another carrier. Once that is done, you have to transfer that line back to AT&T to replace the number on the line used for business. After that you can use any handset you want.

If a contract were not involved, it would be a simple matter of moving the SIM card and cancelling the unwanted line. The contract is tied to the telephone number. CDMA carriers will not let you program one of your numbers into another active handset. You have to move the active number from the phone before you can replace it with another active number. This would require temporarily programming the number into an inactive handset unless you are cancelling that number first. When it is done at a company store, you might not be aware of what is happening.
