sms is charged upon acceptance by the smsc, and then delivery is
attempted, small print in contract will say " best effort" or similar on
delivery to b party.

networks "throttle systems" and change retry schedules and expiry period
on smsc during peak times
congestion is goin to happen at peak times ie new years etc, dont know
what all the fuss is:
