    Nobody writes you letters (apart from possibly barristers in usenet
    defamation cases) so must be incorrectly delivered mail if it is in your
    letterbox.

    It does for a few fines though. Throwing cigarette butts out the car window,
    using water in breach of restrictions etc. can all be reported anonymously
    and can result in fines without the accused ever knowing who accused them.
    Dunno what would happen if the fine recipient decided to fight it in court
    though.

    Not if you require the offense to be proven in a court of law.

    The prosecution has to tell the court who made the claim that you breached the law.

    And the court wouldnt suppress that information with matters like that.
