    When phone is locked, you can now switch between providers. For example if you have AT&T locked phone, you can not use this phone with other provider, only with AT&T

    and some locked phone even locked your cell's functions, you can't get full operat menu, can download ringtone, mp3 ringtone, forced you to buy from website

    That's not 100% the same thing. You can get a GSM phone unlocked so it will work on another carrier, but it still can have some of the features disabled due to the original carrier's preferences.
