Why do I always see the (+) sign now in front of an international phone number? Has it always been there? Do I need to dial a (+) before calling an international number?

Depending on what country you are calling from, you would need to dial different exit codes to reach different numbers outside of that country. The plus (+) simplifies this so you don't have to dial those additional exit code numbers before the phone number. Not all phones have an option to dial a plus though.
