i was under the assumption that w/o a sim card & no current service provider i'd be able to use public wifi signals. what is the exact line of demarcation between a "smartphone" and a regular phone? my phone has android 2.2 OS, & 1ghz processor, is it "smart"?

tried launching the browser, the facebook app, & "news & weather" app @ work, in spite of my phone claiming that a signal was unavailable, cuz everyone else had a signal & could use their phone's wifi. thanks for clarifying the classification of a smartphone. my phone model is a "blu dash 3.5" (i don't care about brand names & it had everything i wanted for what seemed like a good price).
