Is megapixel everything when it comes to a cellphone camera? I mean is it possible that a mobile has a lower megapixel but it can be higher quality for some other reason?

higher megapixel definitely doesn't mean better. There are a number of other factors including low light capability (ISO), the lens (aperture) and the physical size of the sensor.

Kumar08, the amount of megapixels doesn't affect the quality of the photo. Megapixels = resolution. Generally speaking, you don't really need 20 MP unless you want to print your photos on very large posters. That's about it. The quality of the digital photo, however, is determined by many other factors, such as those mentioned by Tavenger5. Think about it this way: it doesn't really matter if you have a higher resolution photo, as long as the image itself is filled with artifacts, the color accuracy is bad, the lighting is awful, there's a lot of noise or too much edge sharpening. So, while the amount of MP is important too in various circumstances, more MP does not mean a higher quality photo.
In any case, I suspect that the 20.7 MP camera you're mentioning is the one fitted on the Sony Xperia Z1, and that the 13 MP sensor is probably that of another Android, such as the Galaxy S4 or the LG G2? In any case, if you're wondering about the Xperia Z1, then the 20.7 camera in question is quite good. It might be the best camera on an Android yet, at least according to various reviews. It's not perfect, and sometimes it has the tendency of oversampling and / or sharpening images a bit too aggressively, but overall it's quite good. It handles low-light, macro and depth of field very well.
