You may use one datacable and manufacturer-provided software.
You may write a simple WAP site.
For Nokia Monophonic : you may convert it to rttl, then send it through SMS.
For Ericsson and EMS compatible phones : you may convert it to iMelody format, then send it through SMS.
etc.
