You'll be better off posting your question in the Ringtones or Motorola forum,
this part of the forum is for general questions about the site and how to use it. Not for cell phone help......

OK first I need the service provider (because t-mobile and others will just resend you your tones if bought on t-zones) and if your trying to transfer from one manufacturer to another your going to need multiple software and usb cables or not if your lucky. Anyway let me know and I'll get back to you asap.

most times tones that you buy are a pain. kinda like buying music from itunes and such. They try to kep you from tranfering them or sharing them. If you are lucky, maybe you can mms them to the new phone? Maybe both phones ave bluetooth? you could just copy and send it.

More info is needed though. What format are the tones? I still can't understand why people pay for ringtones when you can make just about anything.

Try contacting your service provider and if they can't send them back to you, repost here and by then I'll have found all the software you'll need.

you would have buy a usb cable for the Moto and the Samsung as well as obtain drivers for each phone, then you can transfer to your pc and then back to the phone you want to use them on.

You can send ringtones from one phone to another by using Bluetooth. I hope both of your phones will support Bluetooth. Also you can use USB cables for sending ringtones from one phone to another.
