receiving pics on samsung slider - t-mobile

I need help:

I have a samsung phone typically i think its a slider.. but im having problems recieveing pics, when someone tryes to send me a pic it says (msg 202) or somthing and says i cant recieve it because either my webpak balance is to low which i dont have or family controls dont permit it..

Does it matter on the file size?

what can i do??
