Samsung Rogue still require data plan?

Hey!

I might be buying a Samsung Rogue off ebay for my mother who decided to wash her cell phone, but I have a question!

She won't need any form of data plan on her cell phone anytime real soon! Can I buy the phone and block the data usage and do the "pay as you go"??? Or do I still have to get the $9.99 thing?

I have gotten mixed answers on this and am now asking your guys advice! One verizon rep said yes to the pay as you go and other said $9.99. Whats your thoughts?!?
