I asked this question a few days ago.

If anyone is interested in receiving SMS to a web access account with no
charge - and no premium charge to the person sending the SMS - then
txtlocal.com seems to be the only show in town.

My initial impressions are that the service works well - if the people
sending you the SMS remember to use your unique prefix keyword in the
message that is sent to the generic 077 number.

It's a shame that Deltica didn't survive though - their service offered the
best of all worlds.
