It Is relevant for UNBLOCKING a Sim
but not relevant for UNLOCKING a phone as per your original statement

You are missing the point. A PUK code is for rectifying the error of
inputting your personal SIM card PIN number incorrectly three times.
In other words, it releases the restriction programmed into the SIM
card which is designed to stop it working to prevent a 3rd party
attempting to guess your SIM PIN. This has nothing to do with the
actual handset.

Removing the Service Provider lock (if any) on an actual handset is
completely different. It is this lock which can sometimes be obtained
on-line for certain makes of handset.

The PUK code can be obtained online from some networks.
