Which phone (at a similar sort of price) makes better quality audio
recordings than my Nokia 6300?
Better means .....
creates a higher quality audio file
or
has a better microphone
or
sounds better when played back on a PC

I want to use a mobile to record meetings sometimes without all the
other attendees knowing. Is there an outright down winner among mobiles
for this sort of recording?
Is there any phone which has a good feature set for managing voice
recordings like tags (bookmarks, index points), high speed playback with
no frequency shirt, etc?

Funny you should say that..! I was reading a science fiction novel the
other day set in a vast interstellar hospital catering for all manner of
life forms from all over the galaxy.
In it, two maintenance men were clearing out a blocked pipe (yes, they
have plumbers, even in space..!) and one screwed up his face and said to
his mate:
"Isn't it marvellous..? Of the hundreds of different species we've
discovered all over the galaxy, why is it we haven't found *one* whose
body wastes smell nice..?!"
His mate pondered for a moment and replied "There, my friend, I think you
have touched upon one of the great unsolved mysteries of the universe..!"
Well, it made me laugh.

What was the name of the book? Sounds like the kind of thing that I'd
enjoy...
