Audacity is used quite a bit for trimming mp3 to size for ringtone. There are many others.

You can google the free download and I saw there is free trial.
I wann know is there software that can convert contact names as ringtones?(I know I can record my own voice as ringtones, but...)

Here's an online ringtone editor that will allow you to crop out portions of your file, etc. It has some built in filters that will let you modify various settings (like increasing the bass, or treble):
