RazR v3 and flashing

I have a RAZR v3, one of the originals and it has stopped working on me. When I power on the phone, the screen turns white, then black then white, then black and will continue doing this till I remove the battery. I took it to a phone repair store and they tell me the phone needs to be reflashed but they wanted $100 to do it.

I was wondering if this is something I can do from my computer? Is there a utility I can d/l that can flash my phone?
