What is the best format for ring tones

I have a Loud Ring But it ring ones then my V3xx plays the Cingular tune
its from a old nokia its called low in a mp3 format maby a other format would work better

i think real media type (.rm) . even the file size is very small, the sound quality is very high.
but some phones dosent support this format
