How to unlock a Motorola L7?

I bought a "supposedly" unlocked L7 from ebay. Unfortunately, it is not. I'm stuck with a Cingular locked L7 and I have T-Mobile as my service provider. Please help me unlock this Motorola L7 so I can use it with T-Mobile. Thanks!

I went to craiglist.org but not familiar how to find a local service provider that can help me unlock my L7. I'm in Hampton, VA.

Yeah talk to your local cell phone shops, DO NOT pay more than $10

last time i checked it still had to be done by testpoint...has this changed?
(testpoint involves shorting out wire in back of phone)
