can a Verizon Motorola Razr V3 be unlocked and used on a TMobile network with a TMobile sim card? (it has a sim card slot)

I know they operate on different networks (CDMA vs GSM) but logically it seems that would be software driven and once the software is unlocked and the sim card inserted the hardware (handset) should work.

However, I don't want to start down that path if somebody else already knows it's a deadend. thanks.

It's a dead end. CDMA phones don't use a SIM card, they're hardwired to the provider that sells them. The technology for GSM and CDMA is completely different, they will never work with each other. Click the following link for more information about CDMA unlocking.

We don't help people unlock phones here, there are entire sites devoted to that. Do it at your own risk, if you input the wrong code too many times you'll lock the SIM and make it useless. If the phone is from a CDMA provider like Verizon, Sprint, or Alltel it cannot be unlocked (or to do so is a waste of time because nobody else will activate it).
