    All phones sold by carriers are sim locked to that carrier. You need to get it unlocked, either by calling the carrier and getting the code or by looking on line for a service to unlock it. There may even be a place near you that will do it for less than $20.00.

    Sounds like who ever had the phone before you got it, set it to Incoming calls only. Which if that is the case you'll need to get that security code from the person you got the phone from.

    If a Master Reset does not take care of this, you'll need to get in touch with the original owner or the carrier you have now, or even LG.
