If you are looking to get a used/ebay/unlocked phone for a new service provider, ask the seller for the ESN or IMEI before you purchase the phone. Then call the service provider who you want to use and ask if the phone is compatable for activation. Then you are safe to go out and put the money down on the phone.

Thanks for the help but I know where the numbers are at, what I need to know is who or where to go to see if the phones is stolen, lost or money is owed to the carrier.

Look under the battery. The IMEI or ESN should be printed there. There are also some ways of checking the number in the phone's menu or with a special code, depending on the phone.

What website or phone number would I call to check the ESN/IMEI numbers on phones locked to a carrier and phones not locked or at least they have no carrier logo on them.

    Thanks,
