    so maybe your friend had verizon.
    (btw...was it the tone that said something like "we aint got not money, and if we did, we'd be at the mall!" ???

    Correct. Bell Mobility here in Canada also has this service. Bell's is called "Caller Ring Tunes". That's probably what you're hearing.

    It depends on the service provider. Verizon has a service called Ringback Tones that allows the user to put a song or sound in place of the standard phone ring when someone calls. I don't know if Steve Harvey is available (I've never looked), but this is what it sounds like to me. The service is $0.99 a month, but you need to purchase whatever sounds you're using also. The sounds usually go for $2-$3.

    I want to ask a question. I called a friend and Steve Harvey answered his phone instead of a normal ring sound. How did he get that?
