    here's how you do it with dbpoweramp ...

    locate file you wish you increase volume
    right click on file
    CONVERT TO
    increase the bitrate and/or frequency.
    click CONVERT

    i use sony soundforge. or adobe audition. i simply increase the amplitude.

    or

    you can download dbpoweramp and increase the bitrate of the mp3 file to around 56-64kbs.
