    I also use Audacity, and here's a site with a complete step by step a on how to convert CD audio to MP3 and then to a ringtone.

    I use Audacity as posted above, it's a very good editor, and it's free. As for getting sound from a video, I use Hidden Content . You can record from any source you want. Anything that comes out of your computer speakers, you can record it & save it as an mp3 or wav.

    A good program for taking an audio clip from a video is Xilisoft 3gp Converter. You can also use it to convert mp3's to .wav files, trim the wav file to length with soundrecorder, then use Xilisoft to convert it back to an mp3.
