I also have the Rumor.I use WinAvi mp4 converter and windows movie maker to make my ringtones.You have to put pictures and sound for the ringtones to the movie maker save the file.open winavi mp4 converter and press the mp4 option.load your file from the movie maker and convert put it on your phone through the sd card or usb cable. you can just put a black screen if you do not want pictures.this is the only free way I know of.It sounds alot more complicated than it is.

Why don't you just use PhoneUploader? If you need a different file type itself, the LG Rumor website lists file capabilities (.mp3 works fine)
