prepaid sim will work on local, long distance and international.
the only diff is you put money first before you use or call.
here are some service provider of israel and check if they have prepaid simcard.
    cellcom israel ltd.
    partner communication comp. ltd. (orange)
pelephone communication ltd. (planned to open)

Thanks for this. It is a great idea. Prepaid SIM cards are used for local as well as long distance calls?
I live in Israel so I have to check which companies sell SIM cards that will work on Israeli area codes. If you have any ideas on this please forward.
    Thanks

what kind of service provider do you have?
i just check ebay and the cheapest t-mobile prepaid sim card they have is $10 pre activated to your area code (free shipping) and already have a $30 credit in the sim card.

just buy her a pre-paid SIM card and give her no more then 15$/month for calls and SMS. I think this would work the best. If she doesn't have money, she wouldn't call everywhere

I have a 16 year old daughter...and when we first got her a phone (when she started going to high school).....the first six months or so we had a real battle on our hands....it became so bad that we took the phone away for the entire summer. She sometimes still goes over....but now with a job and all....she does...she pays the overage's.

Having to pay with her own money has made a big difference.

call in customer service by the 15th,check her minutes, if she is about to reach her limit or already have, suspend service til next month.
Or just getting her a prepaid and have her pay for her minutes, shes a big girl.

I would do as suggested. Get her a pre-paid plan. Then after she use's up her minutes that you purchase her, if she wants any more, have her purchase her own minutes.

you could take the phone away from her?

Honestly you could look at setting her up on a prepaid plan so she only has a set amount of minutes a month. You may even look into getting her a "Firefly" handset which limits the calls she makes to two numbers.

I'm not a parent yet, so I don't understand but I would just take the phone away...I grew up in a world without cell phones, don't think it would be so bad. The threat may be enough to scare her.
