Only one carrier (VZW) demands that you have a data plan for a Blackberry (or any smartphone). Otherwise, with AT&T, for example, the only time you will need the Blackberry data plan is if you wish to use push-mail or the Blackberry browser. I say this because if you choose VZW, for example, and get a smartphone you will have to get a data plan anyway, so why not consider a Blackberry? With Sprint's "everything plans" the data is included in the cost, so you can choose a Blackberry and not pay anything extra. All this goes to say that the carrier you pick can also dictate the phone you choose. Take AT&T, for example. If you decide on an iPhone, you have to get a data plan, and the same goes for VZW with smartphones. I believe Sprint and T-Mobile are the only major carriers that don't force data plans on you when you choose certain phone, though they might certainly suggest them.

As to Blackberry devices specifically, they handle e-mail better than any other device.
If you want, say, a Windows Mobile device, just know that many are not known for their reliability.
You also have other OSes out there, such as S60 (mostly Nokia phones), the upcoming webOS from Palm, and other proprietary systems.

I would suggest you start with a carrier first (that is to say, decide on which carrier you want) and then we can better suggest a device, but that's just my approach, because not every device is available for every carrier and some devices are exclusive to certain carriers.
