    I should add that whoever's account with t-mobile usa must allow roaming or international coverage - the phone may connect to a tower but the plan will not allow calls to be made.

    As long as a phone can connect to a tower it should have service. I'm sure there are plenty of GSM towers in Germany, China, England. (There's a t-mobile UK as well)
