    I'm with AT&T, and wonder if some of my phone charges are mistakes or part of a systemic fraudulent revenue stream. I pay .25/minute, and find I'm charged even if the call doesn't go through, and no voicemail/machine picks up. My contact office says that shouldn't happen, and that I should call for a credit. But it happens quite often.

    I'm wondering if the system automatically charges for every attempted call, and will refund if someone takes the trouble to complain, assuming most people won't bother. Most people won't quibble over cents here and there, but if it happens to millions of people, that's a substantial revenue stream.

    Anyone else experience something similar?
