    An alternate option could be:
ww.sprintrelay.com sprint offers this for the def or hard of hearing. They have data/text only plans for $29.99 with a $10 premium data fee, that will put you at about $39.99/month before tax. Then simply use the android app for skype or something else to make voice calls over data. I think Skype still offers a $2.99/month plan for unlimited US calls. So thats the cheapest I can peice together Hope this helps, it seems like pricing was your main concern.

But also if pricing is a concern, you can buy it from here: www.cellphonehelp.org with no mail in rebates, and a bit cheaper than from them directly. But word to the wise, a lot of people including employees prefer the samsung epic to the evo... and its only $199.99 on the same site I just posted with no mail in rebates...
Ok well the only reason why i though that the HTC hero didn't require the data plan was cause one day i was doing my research & found out that if u go on to best buy & if it required a data plan it would have it right under the title of the phone & well if u look at the htc hero it doesn't have it plus of u read some of the reviews one said that if u really wanted the EVO but with the the data plan get the htc hero!
