    Quick answer, no, but the long answer would be yes. Jailbreaking is essentially an update w/o using iTunes. There is a way (holding shift and clicking restore will allow you to choose an ispw file from your hard drive to restore the phone). However, if you have no internet, where do you plan to get the ipsw update from? For that matter, where do you live where there's no internet? (Jeez!)

    I have an iPhone 3GS on AT&T, and I need to update the operating system. Thing is, there's no Internet available where I live now. Is it possible to update the OS without using iTunes - PC - Internet?
