This is the FCC Guide: Wireless Devices on Airplanes | FCC.gov.
Generally, most Airlines require wireless devices to be powered off when the airplanes front door is closed.
Once the airplane is above 10,000' the use of approved devices will be allowed.
However, Wireless / radio transmitters should be turned off during flight.
Upon landing, below 10,000 feet devices off till wheels on the ground.

    Yup. This is very correct.

Cell phone service is transmitted via a cell phone tower (who would have thought?). That cell phone tower transmits a signal that is in an umbrella shaped. Meaning it covers a lot of area but only downward. There are cases in some skyscrapers that cell service fails to work because it is too high above the wireless tower. Cell phone towers are only supposed to provide service to things BELOW them...not above them.

Well for me, thing is you've got nothing to lose if you comply. It's almost the same with the safety precautions on gasoline stations asking to turn off your engine and your phone. Perhaps there may not be any adverse effects but who knows? Accidents happen and the last thing I would want is to be the test dummy on a gas station explosion or find out that the phone signal does cause interference while you're already thousands of feet off the ground.

Imagine the effect of 250 passengers with their phones on, could cause issues with certain instruments.
~Most phone can't be turned off, but are set to flight mode: disabling the device's capacity to place or receive calls or text messages while still permitting use of other functions that do not require signal transmission
~Extensive EMF testing is conducted on all new equipment installed on planes for this same reason.

Remember what happened in the movie Soul Plane: phone on, plane took a nose dive.

Forget the EMF, You can't get a cell phone signal 10 minutes off the ground anyway.

Worse yet, Imagine 250 passengers all talking on cell phones at the same time.

I have a hard time believing a cell phone could cause any problems with any aviation equipment . Protective sheathing on wiring in these devices and sensors is extra thick to prevent such interference. How do I know? My father used to be an aircraft mechanic and he would use aircraft wire on home projects.

I'm sure we've all heard speakers make some noise when a near by cell phone receives or transmits a signal. It's the same idea, but imagine if the wiring going to the speakers and the circuit boards were super protected. That interference wouldn't happen.

Regardless, the aviation equipment would have to operate on the same frequency as a cell phone to interfere in the first place.

Think about it - it doesn't make sense. There is no direct tie to cell phones being responsible for turning off auto-pilot. The reason airlines tell you to turn off devices is because they don't have the money or resources to test every single device that comes out. Therefore, take out any risk all together by making it mandatory to not use these devices while in flight.

Flight attendants actually announce that before the plane takes off. I don't use my phone when flying, it's too irresponsible and inconsiderate. I make sure to turn it off each time.
