    If the listing on the AT&T websites states that a data plan is required to use a particular phone, then a data plan will be added if you do not add one yourself. You will have to choose another phone with Wi-Fi which does not require a data plan.

    I upgraded my iPhone 3G with an unlimited data plan to the 4G. Later I purchased an iPnone 3GS through ATT to replace my Motorolar RAZR. I did not add a data plan to the 3GS.

    The phone worked great as a cell phone but I could not set-up my voice mail. I went back to the dealer and was told by a diffeerent salesman I needed a data plan to activate my voice mail. So I was soaked for another fifteen dollars a month for the basic service to get voice mail.

    So if you do not need the voice mail and do not need the internet connection out of a Wifi Area, then I don't think you need the data plan. But since all I am is a user of the service, you need to ask your particular questions to an ATT representitive.
