    plans are for regular users, if you want just an emergency phone, you could buy a really cheap used phone that has a open sim-card. and you can just get a prepaid phone card so you only use the minutes you plan on using and nothing more

    Well there are a couple options.

    The first is very inexpensive but not too feasible. Any phone whether or not it's activated or not can call 911. So if you have an old phone regardless of the manufacturer or model. And keep it in your glove compartment with a car charger will serve the purpose of calling 911 in an emergency.

    Verizon phones if I remember correctly if unactivated will allow you to make a call with a credit card as a one time fee. But it costs several dollars per minute and if necessary no one could call you back.

    Another option is tracfone, I just read that their minutes don't expire now for 12 months. So every year you would have to buy more minutes or of coarse if you use the minutes you have. With any pre-paid make sure to check how long until the minutes expire becasue it varies quite a bit from company to company.

    And the last option I have for you is Jitterbug, it's primarily for senior citizens but anyone can use it.
