That can also happen if you're roaming and your provider doesn't include roaming with your plan. I had a T-Mobile prepaid phone and it would roam on AT&T and wouldn't allow calls unless it was to an emergency number.

Is the phone activated on a network? Did you lock it and try to unlock it several times, entering the incorrect password?
